Tube Notes

MUST-SEE: "Frasier," 8 p.m., NBC, and "Titus," 7:30 p.m., Fox: For the pure comedy fan, few pleasures match a double dose of David Hyde Pierce. First up is his regular duty as Niles Crane on "Frasier." Niles — the least athletic male in Seattle — goes to a basketball game and wins a chance to shoot a basket during half time for big money. Then comes a terrific guest shot on "Titus." This may be our only chance to see Pierce in a leather coat and a motorcycle jacket. He heads a motivational seminar that Chris is tricked into attending. Soon, the focus is on Chris’ problems with his dad and on Chris’ girlfriend, Erin, who can’t make a decision about grad school.

State of the Union speech, 4 p.m., ABC, CBS, NBC. Fox, CNN: President George W. Bush delivers vision speech before Congress.

"JAG," 7 p.m., CBS. A long-ago hero of the Korean War faces desertion charges.

"The Mole," 7 p.m, ABC. Here’s the second-to-last episode. The show wraps up tomorrow.

"Cop Land" (1997), 9 p.m., USA Network. James Mangold brilliantly wrote and directed this film about a New Jersey town filled with tough New York cops. Sylvester Stallone is great as the sheriff who has to bring law to those who have been above it.

"Frontline," 10 p.m., PBS. Here’s a look at the mega-dollar effort to aim shows and commercials at teens. "The Merchants of Cool" examines "cool hunters," folks who track teen tastes and even photograph trendy kids so their look can be instantly replicated.

"The Andy Dick Show" premiere, 8:30 p.m., MTV: Andy Dick is a gifted and daft actor-comedian best known for "NewsRadio." His series offers a variety of short films and sketches.
