For the period January though December, 2000, Donohue was evaluated on leadership qualities, managerial skills and interaction with the police commission. He also was rated on how he achieved the goals of community policing, manpower, traffic management and communication with police commissioners.
The commission said it is "completely satisfied that Chief Donohue met and exceeded expectations within these critical elements.
"Chief Donohue continues to prove to be an excellent leader and administrator by improving the internal quality of the Honolulu Police Department and its service to the public," the commission found.
The commission reported that under Donohues guidance, the working environment of the Communications Division has improved, visibility of patrol officers has increased and citizen complaints are down.
Donohue, appointed police chief in 1998, said he was honored by the evaluation, but others share in the success.
"I dont think I would have been able to receive this rating if I didnt have the support of all the men and women of the Honolulu Police Department," he said. "Actually, its a tribute to them, too."
Among the achievements Donohue points to is a reduction in the loss of officers to Mainland police departments.
"Ive always been a proponent of just compensation and also to make the work environment a better one," he said.
The commission selects the police chief, investigates complaints of police misconduct, and reviews the police budget.
