GEORGE MOYER, acting dean of Hawai'i Pacific University's Graduate Service Center, has been named dean of the school's satellite programs, overseeing the approximately 2,500 students at HPU's 10 satellite O'ahu campuses. He succeeds Dayle McGaha who has retired. Moyer is a retired U.S. Air Force colonel.
Also promoted by HPU was LIANNE SOGA, new associate director of development, charged with the HPU annual fund program and coordination of grant proposal submissions. She also serves as managing editor for "Hawai'i Pacific University Today," the university and alumni magazine. She was formerly assistant for development.
KHNL-TV and KFVE-TV named new sales and marketing executives: JOHN SERRAO and ERIC AKIONA.
Straub Clinic and Hospital: DR. DAVID LEE, DR. AUDIE P. ASISTIN and DR. DAVID MANNING have joined the hospital's cardiology, anesthesiology and orthopedics departments, respectively.

Finance Factors Ltd.: TRACIE MUKAI, who joined the savings and loan as management trainee in 1996, has been promoted to branch manager of the Kailua location. She was most recently sales support specialist.
First Hawaiian Bank officer promotions: Vice presidents: KATHARINE P. LLOYD, vice president and deputy manager, Trust and Investments Division, Client Services; MICHAEL R. MASUDA, vice president and deputy manager, Trust and Investments Division, Investments and Operations; KENT R. LAU, vice president and team leader, Main Banking Center; BRYAN SHIGEZAWA, vice president, Treasury and Investment division, and GREGORY J. SITAR, vice president and area manager, Waipahu Branch. Sitar is also chairman of the board for Damien Memorial High School. KEITH K. CHANG was promoted to manager, Wai'anae branch. LYNN TAKAHASHI was promoted to assistant vice president and business banking officer, main banking center.
Bank of Hawaii has announced appointments to two newly-created positions at the bank: CYNTHIA WYRICK has been named senior vice president and investor relations manager, responsible for the company's interaction with the institutional and retail investment communities. She is a 15-year veteran of BankAmerica Corp. LESTER STIEFEL was appointed vice president and human resources manager, charged with developing and implementing a new relationship management group within the corporation's Human Resources Division. Stiefel joins the bank from Cheap Tickets Inc.
City Bank has announced the hirings of two new vice presidents and corporate banking officers, in the bank's Corporate Loan Department: DANFORD OSHIMA, who comes to the bank from First Hawaiian Bank, and REY RUBIANES, most recently an assistant vice president with U.S. Bancorp, U.S. Bank National Association, in Washington state.
Hawaiian Tel Employees Federal Credit Union: RUBY T. OTAKE has joined the institution as vice president of business development and community relations. She is a former senior vice president at Bank of Hawai'i.
Honolulu-based media company, Pacific Basin Communications Inc., has named LESLIE J. LIGHT, publisher, and CATHERINE S. CRUZ, editor, of HAWAI'I BUSINESS magazine. Light was previously associate publisher and sales manager of the monthly business magazine; Cruz was senior editor.
Former Hawai'i Business managing editor DAVID CHOO was named managing editor of HAWAI'I REMODELING magazine. The monthly home improvement magazine, with 30,000 circulation, was acquired by the company in December.
FLOYD TAKEUCHI, president of Pacific Basin Communications, steps down as editor and publisher of Hawai'i Business to focus on expansion and development of the company.
ADTECH, a division of Spirent Communications, has announced the following hirings and promotions: CARL UYEHARA, new vice president of strategic engineering and chief architect; KEN HENSARLING, a former director of information technology for Honolulu Community College, named new director of product management; PETER NOEL, hired as level I tech support manager; and DARREN DESGROSEILLIERS, as level II tech support manager. Noel is past chief of operations for SMF Systems, Fort Shafter, charged with managing the Army's Pacific Theater Network Operations Security Center. Desgrosseilliers is past Groupe Imeco Telecommunications, Quebec, China, senior systems engineer. JOHN SMITH, named as new vice president of engineering. The four-year company veteran, is former director of engineering. Long-time Silicon Valley executive, RAY TEXEIRA, has been named Adtech vice president of manufacturing.
