LOCAL INTEREST: "Prince Lot Hula Festival," 7 p.m., KFVE. The 24th annual event at Moanalua Gardens with the theme "Laukanaka ka hula" ("a multitude of hula people gather"). Not only performances, but games, lauhala weaving and lei making.

TONIGHT'S MUST-SEE: "P.O.V.: In the Light of Reverence," 10 p.m., PBS. Scattered through the country are spots that native tribes consider sacred. People are asked not to climb there, mine there, ski there or party there — especially during certain times. That's fine when it's voluntary. What happens, however, when there's an impasse? Is a government rooted in religious freedom helpless to make rules? That question is posed here in four fascinating portraits.

"The World of National Geographic: The Dragons of Galapagos," 8 p.m., PBS. This rerun offers a fascinating visit to the island that once fueled Charles Darwin.

"The Downer Channel," 7:30 p.m., NBC. This may be the only show tonight that offers bad things happening to birthday clowns.

"Return to the Cabin by the Lake," 9-11 p.m., USA Network. How far will a screenwriter go for a good story? In "Cabin by the Lake," Judd Nelson played a writer who plotted real-life murders. In this sequel people think he's dead; instead he's in disguise and working on a movie version of his story. Deaths and disasters follow.

"Star Trek IV: The Voyage Home" (1986) 6 p.m., The National Network. The best of the "Star Trek" films was nimbly directed by Leonard Nimoy. The result works as both an adventure and a comedy as the starship zooms to the past in an attempt to save the whales.
