MUST-SEE: Basketball, 8 a.m.-5 p.m., CBS: In recent days, the NCAA tournament has been trimmed from 65 teams to 32. There will be four games. Now the second round begins; by Sunday, 16 will remain.

COLLEGE VOLLEYBALL, 7 p.m., KFVE. California at Hawai'i.

"WATERWORLD," 7 p.m., ABC. Kevin Costner's boondogle at sea gets another airing; for Island folks, the main interest is that the film was shot in the waters off Kawaihae.

"Lance Burton's Young Magician's Showcase," 4 p.m., Fox Family Channel: Las Vegas favorite Burton introduces 15 magicians, ages 7 to 17. A worthy project - not, however, particularly entertaining.

Football, 7 p.m., NBC: While Americans become passionate about basketball, they remain determinedly disinterested in the XFL. Tonight's game, varying by region, has Memphis at New York-New Jersey or Birmingham at Las Vegas.

"The District," 9 p.m., CBS: As the police chief of Washington, D.C., Mannion cracks down on crooked cops. There's a backlash, however, leaving the possibility that he'll have no one to protect Fidel Castro during his visit.
