LEEWARD

Kapolei group wins grant

The Friends of the Library-Kapolei has been given a $3,000 grant from the Hawai'i Community Foundation's Neighborhood Grants Program to support its F.O.L.K. Festival set for 10 a.m. to 2 p.m. April 14 at Kapolei Regional Park.

The festival will feature a poetry contest, book drive and sale, storyteller, hula halau, refreshments and door prizes.

Festival co-chairwoman Kristine Newmann said the donation will help the group promote literacy, report construction progress of the Kapolei Public Library and work with local service organizations.


Motivation topic of talk

Jim Varner of the Dale Carnegie Training program will discuss how successful people get that way at the next Kapolei Rotary Club meeting, 7:30 a.m. Thursday in the Kapolei High School faculty/staff lounge.

The meeting costs $7 and includes a buffet breakfast.

Board protests use of money

The Waimanalo Neighborhood Board has questioned a proposal to spend $735,250 to pay for remedial actions at Meadow Gold Dairy with money allocated to improve the Waimanalo watershed.

The money came through a 1995 consent decree that provided for $3.1 million to study water pollution sources in Waimanalo, Kailua and Kane'ohe. The Kailua Bay Advisory Council was created to identify major pollution sources and devise a strategy to fight them.

Recently, the council completed its draft final technical program report. Among other things, it calls for setting aside about $1 million to be used in each of three Windward watersheds: Waimanalo, Kailua and Kane'ohe.

The board said giving the money to Meadow Gold was inappropriate.

"We do not feel that it is appropriate to assign 84 percent of the $865,000 allocated for the Waimanalo ahupua'a to pay for remedial action at Meadow Gold Dairy," the board said.

The board said Meadow Gold is owned by a company, Suiza Foods Corp., with assets of roughly $3.7 billion and that the owners could well afford to clean up.

The board also said Waimanalo should have a strong role in deciding how to spend the money and be involved in the decision-making process.

"We strongly recommend that KBAC activities strengthen and build upon existing local initiatives," the board said. The community is involved in water quality education, restoration, mapping and monitoring.

Study details abuse problem

The state Department of Health will release the results of a substance abuse survey today at a news conference.

The study, "Hawai'i Substance Abuse and Treatment Needs: Adult Population Household Survey (1998)," is expected to provide information on trends in substance use and abuse. The survey also will identify areas and populations in the state that show the greatest need for treatment.
