A homemade bomb exploded in the ground-floor stairwell of a Chinatown building at River Street and Nimitz Highway yesterday.

The blast occurred at about 3:15 p.m. at the entrance to the Harbor Village building's parking garage at 901 River St. Witnesses told police they heard an explosion and saw smoke coming from the stairwell. Detective Michael Hall said the bomb appeared to have been made of some kind of flash powder packed in a cardboard container.

The explosion caused minor damage to the stairwell. Although Hall said the bomb could have caused serious injury, no injuries were reported.

Police blocked part of Nimitz Highway while they investigated a second device before determining that it was not an explosive.
