MUST-SEE: "Frasier," 8 p.m., NBC. Last year, Jean Smart played the woman Frasier had lusted after in high school. The character juggled both an elegant surface and a bitter soul. "We immediately started talking about how we could bring her back," star Kelsey Grammer says. She's back: Frasier agrees to accompany her, in exchange for meeting the woman (played by Patricia Clarkson) he really wants. Both will return in next week's season finale, along with Lilith (Bebe Neuwirth), his ex-wife.

"That '70s Show," 7 p.m., Fox. Ted Nugent appears briefly, as Donna lands concert tickets.

"JAG," 7 p.m., CBS. As Mac prepares a talk on military justice, we flash back to a 19th-century case.

"3rd Rock From the Sun," 7:30, NBC. This wraps up the two-parter that brought back John Cleese as another outer-space alien.

"Titus," 7:30, Fox. In the first half of this story, Titus turned to car racing, to rescue his shaky finances. Now, an accident has him in critical condition.

"Dharma and Greg," 8 p.m., ABC. Earlier this year, Dharma had a fondness for a handsome prof played by Kevin Sorbo. Now he's back, in a two-parter that brings more trouble for her relationship with her husband.

"NYPD Blue," 9 p.m., ABC. With Diane gone, Danny (Rick Schroder) continues his decline into alcohol and bitterness.

"Frontline," 10 p.m., PBS. In a 1997 road rage incident, one man killed another. Both, it turned out, were Los Angeles policemen. This hour looks into cascading accusations against Los Angeles cops.
