• Laurice Otsuka, former finance/accounting director of Unity House Inc. and former vice president and controller of Honolulu Mortgage Co., has been hired as a business banking loan officer at HomeStreet Bank's Honolulu Mortgage Center. Otsuka will oversee all banking and lending operations.

• The Hawai'i Convention Center has promoted Gail Nakayama to catering sales manager. Nakayama, who previously was event manager, will promote products and services offered by the center's food and beverage department to attract Hawai'i-based events.

• Retired Rear Adm. Joseph "Jim" Mcclelland Jr. has been named director of programs management for Science & Technology International (STI). McClelland is former commander of the 14th Coast Guard District. He has 36 years of experience in marine environmental protection, homeland defense, emergency response, search and rescue, reconnaissance and maritime safety operations.

• Tricia Kullman-Ruiz, account director of meeting, convention and incentive sales for Outrigger Hotels & Resorts, has moved from Hawai'i to the company's new Midwest regional sales office in Kansas City, Mo. Kullman-Ruiz will focus on bringing additional conventions and related activities to the Outrigger Wailea Resort on Maui and the Outrigger Waikoloa Beach on the Big Island.

• Maryl Group has assigned Gregg Lupien as project manager for its design-build projects including The Villages at Mauna Lani. Lupien also will also be responsible for executing contract documents and maintaining quality controls.

• New Wave Broadcasting, whose radio stations include KPOI, KORL and DaBOMB, announced that Dex Allen has been appointed president and member of the board of directors. Allen previously served as regional president for Capstar (now Clear Channel) and is president and founder of Commonwealth Communications which operates 22 radio stations in the Western region.

• Stephen Rouelle has been promoted to chef de cuisine for The Orchid at Mauna Lani. Rouelle will be responsible for creating and developing menus for the group/catering market. He also will direct food preparation and presentation.

• Paul Tauchas has joined the design department of Graham Builders Inc. Richard Braunthal will also join the design department and the design team of Graham Builders Maui Inc.

• HawaiiUSA Federal Credit Union has promoted Scott Kaulukukui to senior vice president of marketing. Kaulukukui will oversee business development and the member service center as well as marketing and strategic planning.

• Studio Becker, which specializes in kitchen, bath and wardrobe design and construction, has promoted Carolyn Pace to vice president of operations for the company's Honolulu and Los Angeles showrooms. Pace will oversee accounting, customer service and sales, and project coordination. She has an extensive background in the care of personal art collections, fine furnishings and collectibles.
