Tube Notes

• TONIGHT'S MUST-SEE: (Network TV): "New York: A Documentary Film," 9 p.m., PBS. As New York rebuilds, this documentary infuses us with optimism: This tough city has beaten every obstacle. Tonight's finale begins in 1945, with New York in a postwar boom. That growth became a problem. Robert Moses, the city planner who had boldly given the city its system of parks, bridges and parkways, was going further: planned new roads would rip out the heart of Greenwich Village, SoHo, etc. That's when New Yorkers resisted and created what would become a national interest in restoration and neighborhoods. The spirit would help when the city neared bankruptcy in 1975. When the president opposed a bailout, the New York Daily News headlined: "Ford to City: Drop Dead." It didn't; it never will.

• TONIGHT'S MIGHT-SEE (Cable): "America Loves ... Star Trek" (4 p.m.) and "Star Trek: The Next Generation" (5 p.m. and again at 8:05 p.m.), The National Network. The first show is a documentary on the "Star Trek" franchise and heralds the arrival of "Next Generation" to TNN. It also sets up a marathon that begins at 8 p.m. and features more than 70 episodes of that series over the next four days airing from 6 a.m. to noon daily. The documentary traces the history of creator Gene Roddenberry's wildly successful franchise. The documentary, while not well-made, features interviews with fans, footage from a Klingon language school and conventions. Also: interviews with William Shatner (Capt. Kirk), Michael Dorn (Lt. Worf), Kate Mulgrew (Capt. Janeway), series' producers and Roddenberry's wife, Majel Barrett Roddenberry (who supplied the voice of the Federation's computer and played Deanna Troi's mother, Lwaxana Troi).

"Love Cruise," 8 p.m., FOX. So far, four of the 16 cast members have been eliminated. To speed up the show, which has had pre-emptions, Fox airs it today and Tuesday.

"Everybody Loves Raymond," 8 p.m., CBS. Ray's relatives soon learn he has bought a sex book.
