• Local business leader ROBERT "BOB" WILKINSON, former president of Ameron Hawai'i, has been named president and chief executive officer of Grace Pacific Corp. The company has asphalt paving operations on O'ahu, Moloka'i, Maui and the Big Island, and quarries at Makakilo, Kalaeloa and Moloka'i. Wilkinson is also a past CEO of Sinclair Paint Co.

• Stephen Watanabe, has been promoted to vice president and information systems security officer for financial services company Finance Factors Ltd. He was previously PC network manager for the firm, and before that, a computer programmer with the state budget and finance department.

• ROBERT KAMEMOTO, 21-year Central Pacific Bank veteran, has been promoted from vice president and Corporate Banking Division manager, to senior vice president, continuing as division manager. He began work with the bank in 1980 as a loan trainee.

• DAVID LEE has been named vice president of property services of Outrigger Properties, overseeing capital projects for hotels under the Outrigger and 'Ohana division brands. He was formerly director of capital projects for Sheraton properties in Waikiki, overseeing project improvements at the Sheraton Waikiki, Royal Hawaiian, Moana-Surfrider, Princess Ka'iulani and Sheraton Maui hotels, as well as the Palace Hotel in San Francisco. He is a former chief engineer at Sheraton Waikiki.

• NADINE K. CUI, a former vice president with Marsh USA Inc., has been named senior vice president of client consulting with locally owned Atlas Insurance Agency Inc. In the newly created position, the 28-year industry veteran will oversee the agency's account executives and staff.

• JACK RUSSI, 40, the youngest managing partner ever in accounting firm Deloitte & Touche's San Francisco Bay Area branch office, has been named managing partner for the firm's Northern California and Hawai'i region. He replaces Richard Fineberg, who was named national managing partner of marketplace services.

• MARIANNE "LEI" ENOMOTO has been named Personal Insurance Division quality enhancement and training specialist for locally owned property and casualty insurance company Island Insurance. Also appointed were SANDRA S. HIROMOTO and LINDA L. OMOTO, as underwriters in the division.

• Ann Honbo has been named controller for HTH Corp., responsible, among other duties for monitoring accounting policies and procedures, and supervising finance division managers at HTH properties, Pacific Beach, Pagoda and King Kamehameha's Kona Beach hotels. She is a former controller at A Pacific Cafe and, before that, operations controller with HTH.

• The local office of Ernst & Young business advisers has announced several promotions:

• Michael Ching, who specializes in the financial services industry, with a focus on international banking, promoted to senior manager in the audit group.

• Elise Ueoka, promoted to senior manager, also in the audit group, serving clients in the health-care and real estate industries.

• Elsa Doyle Honma, a licensed CPA and registered nurse, named manager, audit group, responsible for clients in the health care industry.

• Stephanie Mau, a new manager in the audit group, working with clients in the financial services and health care industries.

• Shan Muramoto, new manager in the audit group, working with transportation, and consumer products, industry clients.

• Elisa Ann Lau and Joyce Tamori, each promoted to senior in the audit group.

• Aileen Utterdyke, new senior manager, tax consulting group, working with clients who specialize in retail, distribution, manufacturing and real estate.

• Adele Wong, promoted to manager, tax compliance group, responsible for the income tax preparation group.

• STEPHEN FRANK, veteran of several managerial positions with Honolulu Ford, has been named new car manager at Windward Auto Sales, responsible for sales staff management and new vehicle training.

• Former Hawai'i Planing Mill Ltd. Commercial Supply Division vice president, VERN F. BERRY, will continue responsibilities over that division with his promotion to general manager of the firm's Builder's Express facility, which opened in May in Kailua, Kona, Hawai'i. The 20-year company veteran, is a past advertising manager, Kona Branch manager, and corporate marketing and merchandising manager with the firm.
