TONIGHT'S MUST-SEE: "Citizen Baines" premiere, 8 p.m., CBS. Here's a show with good intentions and so-so execution, from the people who make "ER." James Cromwell ("Babe") plays a U.S. senator in a tough fight for re-election. Wise, widowed and weary, he has three daughters in the "King Lear" tradition. All of this is well-acted but it's a grim bunch, rarely pulling us into the story.
"Touched By an Angel," 7 p.m., CBS. Valerie Bertinelli joins the cast as a novice angel.
"Inside Schwartz," 7 p.m., NBC (repeat of Thursday's pilot episode). An adequate comedy that uses lots of gimmicks to study a guy's tattered love life as if it were a sports event.
