Former Windward state Sen. Stan Koki yesterday announced he is running for the City Council seat representing District 3, which includes Kane'ohe, Kailua and Waimanalo.

The seat will be available because Councilman Steve Holmes has reached the term limit for the office.

Koki, 55, said he sees a number of serious issues, such as balancing the budget, a decaying sewer system, parks that need regular maintenance, the slumping economy and traffic.

He said his experience as a businessman and as a legislator will give him a unique advantage in addressing these problems. Koki has worked in commercial real estate and founded American Carpet One.

Koki was a candidate for lieutenant governor with fellow Republican Linda Lingle. A Kane'ohe resident, Koki served in the state Senate from 1988 to 1994.

A lifelong resident of the Windward side, Koki said that the Windward area needs to be protected from overdevelopment and that he will work to keep its rural character.

Koki said he's proud of his work to help find a way to handle prison facilities in Kailua when the state was under a court mandate to increase the size of the women's prison when it was still at the base of Mount Olomana.

Rather than mar that landmark with construction of a 400-bed facility, Koki said, he developed the solution to move the women's prison across Kalani'anaole Highway to the former youth facility and allow a much smaller youth facility to replace the women's prison.
