Police said the accident occurred at 12:30 p.m. at 62-235 Lokoea Place. Police said a woman was opening a gate when a blue Chevy Astro van driven by a 48-year-old woman lunged forward and ran over her.

The victim was taken to the Waialua fire station and then to Wahiawa General Hospital, where she was pronounced dead.

Speed and alcohol do not appear to be factors in the accident, police said.

Ha'iku neighbors face drug charges

HA'IKU, Maui — Two neighbors in a rural Ha'iku community were arrested this week by federal agents and charged with conspiracy to manufacture methamphetamine.

Search warrants were executed Tuesday at the West Kuiaha Road homes of John Steve Toledo and Manuel Lopes, said Assistant U.S. Attorney Lou Bracco. At both homes, agents found pseudoephedrine tablets and other chemicals used to make methamphetamine, as well as glass flasks and other paraphernalia, Bracco said.

In addition, three firearms were retrieved from Toledo's house, and 12 were found in Lopes' possession, he said.

The charges allege the two men were involved in illegal drug manufacturing since 1997.

Toledo was taken into custody Tuesday and will have a bail hearing Monday in federal court in Honolulu. Lopes was arrested Thursday and made an initial appearance in federal court yesterday. His bail hearing is set for Wednesday.

Maui police step up seat-belt citations

KAHULUI, Maui — Maui police issued 84 tickets at seat-belt enforcement checkpoints Thursday.

At checkpoints on Makawao Avenue and Kokomo Road in the Upcountry area, officers issued 50 seat-belt citations and two child-restraint citations in two hours. During one hour on Alamaha Street in Kahului, 31 seat-belt citations were issued and one was given out for a window-tinting violation.

Maui traditionally has one of the lowest seat-belt compliance rates in the state, said Lt. Charles Hirata.

The fine for not wearing a seat belt is $67. Drivers and front-seat passengers are required to buckle up, as are all back-seat passengers under age 18. Children under age 4 must be in a child restraint.

A child-restraint citation requires a mandatory court appearance, a $100 fine, attendance at a safety class and a $50 class fee.

Both men are described as being in their 20s, about 5 feet 10, 160 pounds with a medium build, black hair and tan complexion. Both were wearing white T-shirts.
