HONOLULU

Fort Street Mall to be discussed

A proposed Fort Street Mall business improvement district will be discussed at the Downtown Neighborhood Board meeting at 7 p.m. today in the Pauahi Community Center, 171 N. Pauahi St.

A City Council bill would allow Fort Street Mall landowners to essentially tax themselves and create a business improvement district similar to the one started last year in Waikiki. A nonprofit corporation will be formed to manage the district and collect money to pay for landscaping, security and maintenance improvements.

A public hearing on the bill will be held at 2 p.m. Aug 7 at Kapolei Hale.


Man apparently drowns at beach

A 42-year-old man died in an apparent drowning yesterday at Ala Moana Beach Park, firefighters and hospital officials said.

Firefighters responded to the 4:03 p.m. call and arrived to find lifeguards and paramedics performing cardiopulmonary resuscitation on the man. Rescuers also shocked the man with an automatic external defibrillator.

The man was not breathing and did not have any vital signs, firefighters said. He was taken to Straub Hospital where he was pronounced dead at 5 p.m.

Hawai'i Kai fills board vacancy

The Hawai'i Kai Neighborhood Board has elected Ron Staton to represent the Portlock community.

Staton, a real estate agent, replaces Jim Davis, who resigned because of health concerns, said board chairman Charlie Rodgers.

The board is elected every two years and members serve in an advisory capacity to the city and state governments. Board meetings are broadcast at 9 a.m. Sunday mornings on Olelo Channel 54.


Traffic calming on panel agenda

Traffic calming on East and West Hind drives and changing the name of the organization are on the agenda for the Kuli'ou'ou/Kalani Iki Neighborhood Board at 7 p.m. today at the 'Aina Haina Public Library meeting room.

Job Corps staff changes made

David Miller will take charge of the Hawai'i Job Corps Center today as director of the Waimanalo training campus.

Miller was director at the Inland Empire Job Corps Center in San Bernardino, Calif., where he led one of the nation's most successful Job Corps Centers, said Julie Dugun, business and community liaison for Hawai'i Job Corps.

Miller replaces Tommy Troxell, who will become deputy director.

Job Corps is a full-time, year-round program for economically challenged young people ages 16 to 24.


NEIGHBOR ISLANDS

Big Isle police seek escapee

HILO, Hawai'i — Big Island police are looking for a 32-year-old man who escaped yesterday from the Hale Nani Correctional Facility.

Floyd Chapman III was reported missing at 11:40 a.m., police said.

Chapman is described as 5 feet 9, 140 pounds with brown hair and eyes and a mustache. He was last seen wearing a blue T-shirt with "Hale Nani" on the back, blue jeans and white shoes.

Anyone with information about his whereabouts should call the police nonemergency number at 935-3311, or Crime Stoppers at 961-8300 in Hilo or 329-8181 in Kona.
