Ben Arcangel, a charter member of the University of Hawai'i-Manoa's Dance Ensemble, was selected recently as Outstanding Performer at the 10th National American College Dance Festival at the Kennedy Center in Washington, D.C. The award, presented by Dance Magazine, represents the highest honor among college and university dance students. This is the second time in 10 years that a dancer from the UH dance program has been awarded this national distinction.

Kathryn Matayoshi, director of the Department of Commerce and Consumer Affairs, has been selected as one of 40 emerging state leaders from across the nation to participate in the prestigious Toll Fellowship Program sponsored by The Council of State Governments.

"Kathryn Matayoshi has set a new benchmark in public sector excellence for all of us," said Gov. Ben Cayetano. "For the past seven years her leadership has been of great benefit to the people of this state. It has been a privilege to have her as part of my administration, and I congratulate her on this fellowship."

Bob Wilkinson, chief executive officer of Grace Pacific Corp., has received a Public Works Project of the Year Award from the Hawaii Chapter of the American Public Works Association. The award is in the category of Transportation Projects, $2 million to $10 million. Wilkinson will be a contender for APWA's national award.

The recognition is based on Grace Pacific's role in resurfacing roads on O'ahu to improve the quality of life, particularly in the Mililani area. The corporation's approach to the projects helped save the City and County of Honolulu major tax dollars.

Lester Inouye was recently installed as The Outdoor Circle's first male president in its 90-year history. He has served as vice president and a board member of the Circle since 1997.

A landscape architect and certified arborist, Inouye is co-chairman of The Outdoor Circle's Landscape and Planting Committee and co-founder of the Green Hawai'i Coalition. He is a founding member of the Landscape Industry Council of Hawai'i and a past member and chairman of the Mayor's Arborist Advisory Committee.

• Honorees for the annual YWCA of O'ahu 2002 Leader Luncheon are:

  • Sandra Au Fong, senior vice president and secretary of Market City Ltd.
  • Nalani Olds, vice chairwoman, University of Hawai'i Committee for the preservation of Hawaiian Language, Art and Culture.
  • Caroline Ward Oda, head of school, St. Andrew's Priory.
  • American Savings Bank
  • KNDI 1270 AM, Broadcast House of the Pacific, multi-ethnic radio station.

The honorees were selected by a board-nominated committee.

• The Vocational Rehabilitation and Services for the Blind Division of the Department of Human Services has recognized GSA Hickam as the 2001 Outstanding Employer and Jeffrey Morganstein of Pearl City as the 2001 Outstanding Rehabilitant for the Central Section.

GSA Hickam and Goodwill Industries have formed a cooperative venture to provide employment training and placement for people with disabilities. GSA Hickam, the area supply store for the Air Force, has hired four VRBSD participants in the past four years. Their work environment and training are exceptional, and employees are given opportunities to discuss problems directly with staff, according to VRBSD officials.

Despite the demands and fatigue of dialysis, Morganstein has demonstrated the fortitude to achieve his goals and become employed.
