HPD selects deputy chief, sets new assignments

The Honolulu Police Department has selected a new deputy chief and assistant chief, setting off a domino effect of reassignments and promotions.
Assistant Chief Paul Putzulu, who heads the department's executive bureau, will be promoted to one of two deputy chief positions, the second highest in the department. Putzulu will head field operations, which includes patrol and investigative functions.
Paul Putzulu replaces HPD Deputy Chief Robert Au, who retired Friday.

Deputy Chief Glen Kajiyama remains head of HPD's administrative operations.
Maj. Robert Prasser, who heads HPD's traffic division, will be promoted to assistant chief and take over Putzulu's position. Prasser, who was promoted to the rank of major in 1994, will oversee the offices that handle informational resources, labor relations, the legislative task force, the media and management analysis. There are six assistant chiefs.
Taking over Prasser's spot at traffic is Maj. Bryan Wauke, commander at the Pearl City police station. Maj. Doug Miller will take over Wauke's position at Pearl City.
Replacing Miller on the department's legislative task force is Capt. William Chur, who will be promoted to major.
The Kalihi station's commander, Maj. Stephen Kornegay, will head the Wahiawa station, replacing Maj. William Gulledge, who retired last month.
Capt. Kevin Shigemitsu will be promoted to major and take command of the Kalihi station. He is currently second-in-command there under Kornegay.
Police Chief Lee Donohue is expected to announce the appointments at a ceremony on Wednesday.
The new assignments take effect Nov. 10.
