WASHINGTON — Here are key actions in Congress last week. The House was in recess.

KEY SENATE VOTES:

1.Homeland Security

On Tuesday, the Senate passed by a 90-9 vote a bill that would create a new Department of Homeland Security. A "yea" vote was to pass the bill.

Hawaii votes: Daniel Akaka (D) NAY; Dan Inouye (D) NAY

2. Appeals judge

On Tuesday, the Senate confirmed on a 55-44 vote Dennis Shedd of South Carolina to be a judge on the 4th U.S. Circuit Court of Appeals based in Richmond, Va. A "yea" vote was to confirm Shedd.

Hawaii votes: Daniel Akaka (D) NAY; Dan Inouye (D) YEA

3.Terrorism insurance

On Tuesday, the Senate passed on a 86-11 vote a bill that would help the insurance industry cover the cost of claims from future terrorist attacks. A "yea" vote was to pass the measure.
