"The Rise and Fall of Jim Crow," 10 p.m., PBS. Three forces — Walter White, W.E.B. DuBois and Charles Hamilton — dominated the National Association for the Advancement of Colored People during the time between the world wars. This episode, the third of four, examines an era of savage horrors.

"JAG," 7 p.m., CBS. Tamlyn Tomita ("The Karate Kid II") plays a lawyer who works with Harm on a case in which a war game led to the accidental death of a civilian.

"8 Simple Rules," 7 p.m., ABC. Bridget's father finally approves of one of her dates.

"Smallville," 8 p.m., WB. Here's another good argument against buying a class ring.
