Youth prison administrator reassigned

Gov. Linda Lingle has reassigned the administrator and a corrections specialist from their jobs at the Hawai'i Youth Correctional Facility in response to an American Civil Liberties Union report that cites numerous problems, including overcrowding and staffing of male guards at the girls’ facility at night.

HYCF administrator Mel Ando and corrections specialist Glenn Yoshimoto were reassigned yesterday to positions in the Office of Youth Services, a branch of the state Department of Human Services, which manages HYCF. Jim Propotnick has been reassigned from his position as state public safety deputy director of law enforcement to replace Ando at HYCF.

The state attorney general’s office said it has opened an investigation into allegations involving the facility. State attorney general Mark Bennett declined comment on the investigation.

"The report’s conclusions are too serious to leave the current management in place," Lingle said today. "This gives us time to review the report’s findings and ensure the safety of the young people.
