Statewide counterterrorism drills begin

The most complex series of counterterrorism drills in Hawai'i history began yesterday and will continue through the week and involve more than 30 government and private agencies.

The exercises will test and refine procedures for responding to threats against critical infrastructure, hazardous materials incidents, and bioterrorism, said Maj. Gen. Robert G.F. Lee, state Civil Defense director.

Lee, however, said details of the drills will not be announced in advance to all those involved or to the public.

"We want to make this as realistic as possible for the people participating," he said.

People may notice police and national guard troops around harbors and facilities statewide but should not be alarmed, he said.

"Not to worry, we have the situation well in hand and we really look forward to vetting out the procedures we have to make sure they're all workable," Lee said.

Gov. Linda Lingle said her entire Cabinet will be involved in the exercise, called Ho'opale 'Elua, or "to ward off or defend against, a second time." This is the second statewide terrorism exercise since 2001.

"This type of exercise is valuable for testing our response plans and making sure the activities of the appropriate agencies are coordinated," Lingle said. "What we learn from the exercise will allow government agencies and private businesses to make the necessary adjustments to their crisis plans so everyone will be fully prepared to ensure the safety of our residents in the event of a terrorist attack or other crises.

Neither Lee nor Lingle could say how much the exercises would cost, but Lee said most county overtime spending would be covered by federal grants.
