Maui official accused of DUI

Jack Kulp
WAILUKU, Maui — Maui County's top employee, Managing Director Jack Kulp, was arrested for allegedly driving under the influence of alcohol early yesterday morning, police said.

Kulp was stopped at a checkpoint near the entrance to the Maui Arts and Cultural Center in Kahului. He was placed under arrest and taken to the Wailuku police station. He posted bail and was released.

Kulp said he offered his resignation in the morning, but Maui Mayor Alan Arakawa turned it down.

"I wish to express my deepest regrets and apologies to my family, Mayor Arakawa, other county employees, friends, and to the public at large for this inexcusable error in judgment," Kulp said in a statement.

Search on for missing woman

WAILUKU, Maui — The Coast Guard and Maui Fire Department searched late into last night for a 33-year-old woman who was reported missing in a canoe off Napili.

Kim Dovre of Lahaina was last seen drifting more than 200 yards offshore yesterday afternoon, the Coast Guard said. Dovre was in a 25-foot outrigger canoe with her friend, Kelly Keahi, when Keahi got out of the canoe to check on a broken rudder, the Coast Guard said.

The two women became separated and Keahi swam to shore, where she called Maui Fire Department at about 5:05 p.m.

The Coast Guard launched a small boat at 5:30 to search for Dovre. A C-130 airplane and HH-65 helicopter also joined the search.

Maui fire rescue conducted a shoreline search using a helicopter and jet-propelled personal watercraft.

The search was expected to go through the night.

Electricity fails with loud boom

An interruption of power yesterday at the Hawaiian Electric Co.'s Lakeside substation on Likini Street knocked out power briefly to 4,800 customers in the Salt Lake area. The loud boom and sparks associated with the interruption in the flow of electricity shocked a few others.

"I never heard anything like it before," motorist Jennifer Bradbury said. "It shook my car. I saw the electrical sparks and two people working nearby. I'm just glad no one got hurt."

HECO spokeswoman Lynne Unemori said the failure occurred at 8:58 a.m. and lasted 12 minutes.
