"New Year's Rockin' Eve," 9 and 11:35 p.m., ABC. In the first hour, Dick Clark shows highlights from the year's tours, including Avril Lavigne, Tim McGraw, Bon Jovi, Aerosmith and Kiss. The rest of the night is a rock party hosted by newlyweds Jessica Simpson and Nick Lachey, cutting to Clark's countdown to 2004; the Black Eyed Peas, Rascal Flatts, Jagged Edge, Donna Summer and Hall and Oates perform.

"The Most Outrageous Moments on Live TV," 7 p.m., NBC. Clips of Margaret Thatcher, George Bush, Jamie Lee Curtis and others.

"Live from Lincoln Center," 8 p.m., PBS. This New Year's Eve concert has the New York Philharmonic and soprano Renee Fleming.

"New Year's Eve 2004," 10:30 p.m., MTV. The MTV studio on Times Square celebrates with Ludacris, Hilary Duff, Simple Plan, Reign Man and Wrekonize.

"America's Party," 11 p.m., Fox. Ryan Seacrest hosts a concert that includes Ashanti, Metallica, Keith Urban, Matchbox Twenty, Westside Connection and Puddle of Mudd.
