OCCC warden transferred, then reinstated

Ted Sakai is out and Clayton Frank is back in as warden of O'ahu Community Correctional Center.
Sakai, who served as state public safety director during Ben Cayetano's second term as governor, had returned to his civil service position as OCCC warden on Monday.
The move created a domino effect as Frank was scheduled to move from OCCC to the Waiawa Correctional Facility, where he had previously served as warden. The odd man out was going to be Waiawa warden J. Phil Tumminello.
However, James Propotnick, interim state public safety director, told Sakai that he was no longer the OCCC warden and that Frank was returning to OCCC, according to sources who asked not to be identified because the move has not been officially announced. Sakai has been offered the Waiawa job.
The latest move still leaves Tumminello as the odd man out. He reportedly has returned to his old job as a corrections specialist.
Sakai is scheduled to be on the Waiawa job Monday, sources said.
Propotnick and Sakai could not be reached for comment.
