Harris shuffles Cabinet with 2 appointments

Mayor Jeremy Harris announced more shuffling within his Cabinet yesterday with the nominations of two department directors.
Department of Environmental Services Director Timothy E. Steinberger yesterday was named director of the Department of Design and Construction. He replaces Rae Loui, who took a job with the Department of Education. Loui's deputy, Eric Crispin, was previously named director of the Department of Planning and Permitting, pending City Council confirmation.
Frank J. Doyle, the deputy director of the Department of Environmental Services, was tapped to replace Steinberger.
"Both of these directors have solid backgrounds in their fields and they have both risen through the ranks in the city system," Harris said. "I am confident that each will do a superb job in his new position."
Steinberger, a licensed civil engineer, earned a master's degree in mechanical engineering at the University of Hawai'i. He previously worked as an engineer in the Department of Wastewater Management.
Doyle, also a state-licensed civil engineer, earned a master's degree in civil engineering from UH. He previously headed the city's Refuse Division.
