• Former state Rep. IRIS CATALANI, who represented the Kahalu'u-Kane'ohe district as a Democrat and is a veteran of various state regulatory agencies, including real estate, unemployment insurance and cable television, has been named vice president and compliance officer for Finance Factors Ltd. She will be responsible for ensuring that the company complies with all applicable federal and state rules.

FRANK E. KIGER, two-time president of the Hawai'i Coffee Association, has been named vice president of agricultural operations for Hawaiian Commercial & Sugar Co., a subsidiary of Alexander & Baldwin. He assumes the position in Hawai'i's largest sugar company from JOHN HOXIE, who retires next month after a 35-year career with A&B. Kiger's new duties will include crop management and agronomy, engineering services and water infrastructure and services, as well as responsibility for the East Maui Irrigation Co. He will continue in his role as general manager of HC&S' Maui Brand® specialty sugars; and, on an interim basis, as president and general manager of Kaua'i Coffee® Co. Kiger was named general manager of HC&S' Maui Brand® operations last year, at the same time he was promoted to president of Kauai Coffee® Co, where he had been vice president and general manager since 1999.

KIM STROHECKER, a certified safety professional, and occupational health and safety technologist, has been named loss control representative with locally owned Island Insurance Companies. She will evaluate company records to develop programs to decrease or eliminate clients' losses. She is a former loss prevention specialist with Universal Underwriters Group, Sacramento, Calif.

TAMMY CHANG has been hired as project director at Ward Research, responsible for all aspects of market research. This will include identifying client objectives; designing and implementing research; tabulation and analysis of data; report preparation; and ensuant client consultation. She is a former market research manager with The Scotts Co., Ohio, working with such lawn-and-garden brands as Ortho, Roundup and Miracle Gro, and before that, with J.D. Power and Associates.

• Two former employees of Chaney Brooks & Co. on Maui have been hired as management executives at Hawaiiana Management Co. Ltd., working out of the company's new Kahului office: 17-year property management veteran DONNA DAVIDSON and DOUG JORG, former general manager for a Maui oceanfront "boutique" hotel, also formerly with Outrigger and Sheraton hotels management.

HERSHEL HOOD, who joined Atlantis Submarines in Kona as co-pilot in 1991, has been promoted to operations and maintenance manager for that location on the Big Island. He will also manage the offshore and maintenance teams. Hood has served as co-pilot, pilot, lead pilot and, most recently, electronic systems specialist.
