Prisoner escapes from police cellblock

A prisoner escaped last night from the basement cellblock at the Honolulu Police Department's Alapai station despite increased security at the building.

Nineteen-year-old Jessie K. Dutro, who was charged Sunday with auto theft, walked out of Central Receiving's cellblock area shortly before 8 p.m. Police are investigating how he got out of his cell and through two secured doors.

It is the first time a prisoner has escaped from the Central Receiving cellblock. HPD moved to its Alapai facility in August 1992.

One administrator, who requested anonymity because of the on-going investigation, said human error could be a contributing factor. Once he was out of the cell, Dutro apparently found a key to open two security doors. He fled through the garage entrance.

The administrator added that officers are required to check the cellblocks every 10 minutes. Dutro's three cellmates remained in the cell, the officer said.

Dutro was reported missing at 7:55 p.m. His cellblock door was open. The administrator said investigators suspect a mechanical malfunction but witnesses saw Dutro "jiggling" with the lock.

Dutro, who has no permanent local address, was arrested Saturday in Hale'iwa after fleeing from police at Sunset Beach in a stolen car.

He was charged with auto theft and was awaiting a court appearance when he escaped. Dutro was wanted on two outstanding court warrants, two counts of abuse of a family member and second-degree theft before his arrest Saturday.
