• Retired Adm. R.J. "ZAP" ZLATOPER, former commander of the Pacific Fleet, has been elected chairman of the board of trustees of the James Campbell Estate, succeeding Richard W. Gushman II. Other trustees are Clint Churchill and David Heenan.

Before joining the estate in 2000 as its 24th trustee, Zlatoper was co-chairman of the board and chief executive officer of the Sanchez Computer Associates Inc. banking software company.

RICHARD C. LEE III has been named general manager of the Outrigger Canoe Club. Lee returns home to Honolulu from duties as manager of The Lodge at Stillwater in Deer Valley, Utah. He has also held management positions with a number of other Mainland resorts, including the Bellagio/Mirage Resorts in Las Vegas, Nev.

JANICE L. HEAD has been named president and regional manager for Kaiser Permanente Hawai'i, overseeing overall health plan and hospital administration.

Head, who has been in the healthcare profession for nearly 30 years, most recently was senior vice president and service area manager for Kaiser's California TriCentral Service Area, which has a membership of 700,000. She replaces Bruce Behnke, who is retiring.

Kaiser Permanente Hawai'i provides health insurance and medical care for more than 233,000 people in the Islands.

The Rev. FRANK CHONG, for 25 years the executive director of the Waikiki Health Center and an advocate for Hawai'i needy and neglected, has been named public policy specialist for AlohaCare, Hawai'i's third largest health plan. AlohaCare works to provide health insurance to low-income families through the federal and state Quest project. Chong will continue his advocacy on behalf of the health plan to local policy-makers.

• City Councilwoman ANN KOBAYASHI, KITV reporter DARRYL HUFF and Advertiser columnist LEE CATALUNA are among recipients of SMALL BUSINESS HAWAI'I awards for 2002.

  • Outstanding Business Publicationi2002 — HawaiiReporter.com (JAY McWILLIAMS and MALIA ZIMMERMAN).
  • Small Business Booster — MIKE ROSSELL, of Production Hawai'i Inc.
  • Jean Fukuda SBH Civic Leadership — JACK SCHNEIDER of JS Services.
  • Lawmaker of the Year — ANN KOBAYASHI, Honolulu City Council member.

• Tourism industry veteran CHARLES "CHUCK" LEE has been named showroom manager for the "The Magic of Polynesia" dinner and cocktail shows, starring John Hirokawa, in the Waikiki Beachcomber Hotel. Lee will oversee overall operations for the show, which is staged every night of the year, and the showroom. He has held senior management positions at the Princess Ka'iulani, Sheraton Coconut Beach and Coco Palms Resort hotels and with Spencecliff Corp.

• FRANCIS "FRANK" T. SANPEI, who oversaw the redevelopment of the Big Island's Keahole Airport into the Kona International Airport, has been promoted to vice president of local consulting engineering firm M&E Pacific Inc. He had been operations manager and will now oversee the company's engineering, construction management and surveying departments. Sanpei originally served M&E from 1987 to 1992, before rejoining the company in 2001. In the interim, he was president of Keahole Associates Inc. His career in civil and environmental engineering spans 40 years.

• Communications Pacific has hired CINDY McMILLAN as senior project manager. McMillan is a former Honolulu City Council legislative aide and, before that, was an outreach coordinator for the city Primary Corridor Transportation Project.
