City director leaving to work for DOE

City Department of Design and Construction director Rae Loui will leave her post next month to work at the state Department of Education, Honolulu Mayor Jeremy Harris announced yesterday.

Loui was among those in Harris' Cabinet who was subpoenaed last year for an investigative grand jury probing city contracting and campaign donations to the mayor. The investigation prompted misdemeanor charges to be filed against five people connected to an engineering firm who allegedly funneled campaign money to Harris under false names to evade donation limits.

Loui was not targeted in the investigation.

She is the third Cabinet member who was subpoenaed and who has left the administration since the Harris investigation began.

She will leave the city on Feb. 11 to be the Department of Education assistant superintendent and will be responsible for business support services for the school system, including facilities, financial services and other support programs.

Harris said in a release: "All of us in the city family will miss Rae and congratulate her for taking on such an enormous opportunity. Rae has been one of the best administrators of the complex Department of Design and Construction, which is responsible for all capital projects. She is well-respected by her staff because she empowers them to strive for excellence."

Loui, a registered civil engineer, was Design and Construction director since January 2001. She could not be reached for comment yesterday.
