Teammate Scott Salisbury was named to the second team.
Players on the All-West first team are eligible for the All-America team, which will be announced March. 25.
Foyle, a 6-foot-6 senior from Canouan, St. Vincent, yesterday was also named Pacific West Conference Player of the Year for the second year in a row and Salisbury was named to the All-Pac West first team for the second consecutive year.
Brigham Young-Hawai'i's Ken Wagner was named conference Coach of the Year. He was Co-Coach of the Year last season.
"It's fun to coach, but it's a lot easier to coach when you have good players and good people to work with," said Wagner, who added the awards were a reflection of the school. "I really have a lot of respect for our players and their talents."
Foyle, who tops the nation with a 27.6 points per game average, leads the Seasiders (19-3) into the NCAA West Regional starting Friday at the Cannon Activities Center in La'ie. BYUH, the PacWest champion and West's top seed, will be joined by Hawai'i-Hilo and six other teams in the regional.
Salisbury, a senior center from Richland, Wash., is scheduled to start his first game Friday since suffering a fractured larynx Feb. 12. He is averaging 15.9 points and 10.5 rebounds per game.
Also on the All-PacWest first team were Ryan Abrahams of Hawai'i-Hilo and Leon Ballard of Chaminade. Cameron Munoz of Montana State-Billings was named Freshman of the Year.
The PacWest consists of HPU, BYUH, UH-Hilo, Chaminade, Montana State-Billings and Western New Mexico.
