• The "dual-use" sector of Hawai'i's tech industry i one of the fastest growing, thanks to an infusion of dollars in homeland security and defense i will be the topic of an address Thursday to the HAWAI'I VENTURE CAPITAL ASSOCIATION. Speaking will be Kenneth Tang, chief executive officer of the San Diego, Calif.-headquartered advanced technology firm Trex Enterprises and local affiliate Trex Hawai'i. Trex has grown into a 50-person research and development operation on Maui and Kaua'i, working predominantly with millimeter-wave communications, biosensors and advanced materials. Tang will talk about the essentials of using federal research and development contracts to finance dual-use product development. • A free public informational session on Hawai'i Pacific University's master of arts program in three areas i human resource management, global leadership and organizational change i will be offered at 5:30 p.m. tomorrow in HPU's Graduate Service Center, 1164 Bishop St., Suite 911.

• The MINORITY BUSINESS DEVELOPMENT CENTER OF HONOLULU will offer free weekly orientation sessions to minority business owners and prospective entrepreneurs. The sessions, scheduled for 9 to 10:30 a.m. every Tuesday in the center's offices in Suite 2506 of the Executive Center, 1088 Bishop St., will offer advice on business startup, marketing plans, loans, employee handbooks and access to capital. • A free COMPUTER BOOT CAMP is offered 3 to 4 p.m. Tuesdays to all small business owners interested in using computer technology to improve and expand business operations and management.
