Environmental director OK'd

Three weeks after deferring his confirmation as director of Environmental Services, the City Council yesterday voted unanimously to give Frank Doyle the job.

Doyle, former head of the city's refuse division, became acting director of environmental services in February. He almost immediately became the lightning rod for debate over how the city was handling its inquiry into illegal dumping at the Waipahu incinerator site and two other areas nearby.

At its meeting last month, the Council voted 6-3 to delay Doyle's confirmation to allow some time to clear the air.

City Department of Design and Construction Director Tim Steinberger, Doyle's predecessor in Environmental Services, was one of three people to testify in support of the appointment.

"He's what you would call a straight-shooter. For this reason, he is highly respected by the employees of the Department of Environmental Services," Steinberger said.
