Police probes into shooting continue

The Honolulu Police Department has not completed its two separate criminal investigations into Saturday’s police shooting of Ronald Lowery, who was killed in Wai'anae in an exchange of gunfire with officers.

Lowery, 34, allegedly fired two rounds from a sawed-off shotgun at police. Three officers, ages 24, 43 and 47, with HPD experience ranging from 1 to 22 years, shot back.

HPD’s Internal Affairs investigation is focused on the officers’ actions and is looking into allegations by a witness that the officers fired first. The Criminal Investigation Division probe is looking at the overall case.

According to the Hawai'i Criminal Justice Data Center, Lowery had 16 previous convictions. In September 1995, he escaped from the O'ahu Community Correctional Center while awaiting trial for attempted second-degree murder. Lowery was accused of firing a sawed-off shotgun at a 40-year-old man in December 1994 for selling him fake drugs.
