"Hope & Faith," 8 p.m., ABC. When this pleasant comedy began, Kelly Ripa said it might have a small role for her talk-show colleague, Regis Philbin. Philbin shows up tonight as Handsome Hal, a car dealer. Faith (Ripa), a former soap star, now out of work and broke, appears in one of his commercials.
