New group aims at school reform

The Lingle administration planned to renew its offensive on education reform today by announcing the formation of a citizens group to formulate proposals for the 2004 legislative session.

Russell Pang, the governor's spokesman, confirmed yesterday that the governor would introduce a new group known as Citizens to Achieve Reform in Education, or CARE, today.

That was to follow a morning forum featuring four education leaders from the Mainland, including UCLA Professor William Ouchi, an advocate for decentralized school systems and giving principals more control over money allocated to their school.

Lingle's education reform package was shelved by House lawmakers early in this year's legislative session. It included having locally elected school boards.
