WASHINGTON — Here are key actions in Congress last week.

KEY HOUSE VOTES

1. Iraq loan payback

On Thursday, the House rejected on a 226-200 vote an amendment to the Iraq spending bill that would have converted half of the money devoted to reconstruction into a loan.
Hawai'i votes: Neil Abercrombie (D) YEA; Ed Case (D) NAY

2. Iraq spending

On Friday, the House passed on a 303-125 vote a bill that would provide $86.9 billion for operations in Iraq and Afghanistan, including military aid and reconstruction funds.

KEY SENATE VOTES

1. Iraq oil revenues

On Tuesday, the Senate killed on a 57-39 vote an amendment to the Iraq spending bill that would have required Iraqi oil revenues be used to pay for the country's reconstruction.
Hawai'i votes: Daniel Akaka (D) NAY; Daniel Inouye (D) NAY

2. Iraq loan payback

On Thursday, the Senate adopted on a 51-47 vote an amendment to the Iraq spending bill that would convert $10 billion of President Bush's $20.3 billion package of Iraqi reconstruction aid into a loan.
Hawai'i votes: Daniel Akaka (D) YEA; Daniel Inouye (D) NAY

3. Iraq spending

On Friday, the Senate passed on an 87-12 vote a bill that would provide nearly $87 billion for operations in Iraq and Afghanistan, including military aid and reconstruction funds.

What's ahead: The Senate plans to consider a Bush administration proposal aimed at reducing the threat of wildfires and a bill to crack down on junk e-mail. The House takes up noncontroversial measures while waiting for final versions of spending bills.
