Judd won the popular one-person canoe division for the first time since 1999.
In a victory for the ages, 57-year-old Rosa won the surfski division for his first state championship.
More than 180 paddlers participated, including more than 150 on one-person canoes. The course covered 23 miles from Makai Pier to Sand Island (there was also a "short" course of 15 miles).
"It was wild and rough, especially at the beginning of the course," said Judd, 29. "It was exciting, actually."
Rosa took advantage of the big surf to jump to an early lead that he never relinquished.
"The surf was real good all the way," he said. "Some guys wiped out, so that left me all by myself."
Rosa completed the course in 2:20:01, and finished almost one mile ahead of the rest of the field.
"I don't know if there's a secret to it," Rosa said. "It's pretty simple just paddle."
The victory capped the most successful season in Rosa's long paddling career. He won two races during the regular season, then placed second in the O'ahu Championships two weeks ago.
"To me, I'm over the hill," said Rosa, who coaches many of the younger competitors. "I'm not in it to win these things. I'm more into helping the young guys get better."
Sean Monahan, who won the state championship last year, was a distant second in 2:28:41.
Maggie Twigg-Smith was the first female to finish on a surfski with a time of 2:51:06. She edged Mary Smolenski by 16 seconds.
The canoe race featured a larger field, but Judd and Karel Tresnak Jr. still managed to pull away from the pack early.
"There were times when (swells) got up to 4 to 6 feet; other times, it got up to 10 feet," Judd said. "There were a couple of big bumps I just had to let go because I could have wiped out."
Because of the churning waves, Judd said he was not aware of his situation until the ocean got calmer off Portlock.
"That's when I saw Karel, and I knew it was going to be a battle the rest of the way," he said. "We were literally side by side from Maunalua Bay all the way to the finish."
Just before reaching Sand Island, Judd caught one last swell to push ahead of Tresnak.
Judd's winning time was 2:26:25; Tresnak was second in 2:27:14, and Manny Kulukulualani third in 2:29:02.
"It was probably the first race this season that we had good conditions," Tresnak said. "(Judd) just put the hammer down at the end and I couldn't keep up."
Jane McKee was the first female to finish on a canoe with a time of 3:09:05 for her second consecutive state championship.
The Kona Brewing Company Moloka'i World Championship is scheduled for May 16.
