City extends bid deadline

The city has extended to May 19 the deadline for nonprofit groups to bid on a $16 million homeless facility, according to Malcolm Tom, city deputy managing director.

The city published a Request for Proposals earlier this year asking for groups to develop plans for a "one stop shop" for homeless people, providing transitional housing and support services.

Tom said several groups are interested, but couldn't complete their proposals by the original April 19 deadline.

"There were many questions and they asked for an extension of time, so that's why we've done that," Tom said.

Homeless care providers have said the project is flawed because permanent housing is not part of the proposal and the plan does not provide money to run the facility once it is built.

The number of people living at Hawai'i's public parks and beaches and on the streets has increased by 61 percent in the past three years, and the center is the city's answer to tackling the problem.

Research chief chosen at UH

Michael P. Hamnett, director of the Social Science Research Institute at the University of Hawai'i, has been named executive director/chief operating officer of the Research Corp. of the University of Hawai'i, effective June 1.

He replaces Harold Masumoto, who retired last year.

Hamnett has spent 25 years as a researcher and a research manager at UH, the Pacific Basin Development Council and the East-West Center.

Though not widely known outside university circles, RCUH is integral to UH management of its federal research grants, a major source of outside financing that amounted to $212 million in fiscal year 2003.

Hamnett's new position pays approximately $200,000 annually.
