DAVID M. WEBSTER, a veteran corporate lawyer, and one-time special assistant to the director of the FBI, was appointed senior vice president, general counsel and corporate secretary of Hawaiian Airlines. He was most recently vice president and first general counsel of A.T. Kearney, a Chicago-based, $1.3 billion international management consulting firm, with subsidiaries in 34 countries. He has also served as a White House Fellow, assistant general counsel of the U.S. Arms Control and Disarmament Agency, and a partner in the Chicago law firm of Winston & Strawn. He began work Dec. 17.

KIRK SMITH, who as executive vice president at Starr-Seigle Communications Inc. oversaw the agency's advertising and promotional activities for Hawaiian Airlines, has joined the airline as senior director of advertising and promotions. He replaced Hattie Dixon, who retired in June last year. For the previous six months, Smith has divided his time between both companies to ensure continuity. Before joining Starr-Seigle in 1997, Smith worked in various facets of travel marketing, including advertising and sales of tour packages, and marketing of resort hotel and condominium properties.

NORM BAKER has joined Aloha United Way as vice president of community building. Among his responsibilities will be strategic initiatives for improving the organization's health and human services safety net, including "Aloha United Way 211," the free, statewide 24-hour information and referral service. The 26-year Air Force veteran is also past vice president of administration at Child and Family Service and executive director of The Chamber of Commerce of Hawaii's Service Excellence Center.

• Two well-known local public relations professionals — DUKE GONZALES of Shriners Hospital for Children, and NANCY DANIELS, of Outriggers and Ohana hotels and resorts —Êhave been named president and treasurer, respectively, of the board of directors of the local chapter of the Public Relations Society of America.

Other officers include president-elect, AMY HENNESSEY, of McNeil Wilson Communications; secretary, CAROLYN D.C. FUJIOKA of State Farm Insurance Companies; and immediate past president, DONDA SPIKER of Kuakini Health Systems.

PHILIP RELLINGER has been named president of Bank of Hawaii subsidiary, Triad Insurance Agency. Before joining Triad in 1995 as manager for property insurance and specialty lines — and since serving in a number of senior management positions — Rellinger had worked for insurance companies in Honolulu and Vancouver, British Columbia.

Promoted to vice presidents and underwriting team managers, each supervising one of Triad's two underwriting teams, are CHARLEEN GANEKU and SHERRY ISHIKAWA.

EVELYN BLACK, who is both a certified open-water diver and experienced maritime attorney, has joined the law firm of Goodsill Anderson Quinn & Stifel as counsel, concentrating on Jones Act, longshore, and passenger personal injury claims, and diving accidents. Black, also a former Maui and Honolulu police officer, formed her own maritime adjusting firm in 1996, later acquired by John Mullen & Co. She was, most recently, director of marine claims with that company.
