OIP reviews Dobelle papers

The University of Hawai'i has turned over a series of documents to the Office of Information Practices regarding the firing of former UH President Evan Dobelle.

Those documents include a copy of the final draft of the Deloitte & Touche audit of Dobelle's protocol fund maintained by the UH Foundation; a draft of the minutes of the Board of Regents' June 15 executive session during which Dobelle was fired; reports concerning renovations to College Hill and Dobelle's Bachman Hall office; Dobelle's employment contracts; and a 2003 opinion survey conducted by Opinion Dynamics Corp.

OIP director Leslie Kondo's office will review the documents to determine whether there is an overwhelming public interest in their disclosure and report its findings back to the university.

It will be up to the university to decide whether to release them.

Kondo has notified Dobelle of the transfer of documents and asked his law firm if there would be an "unwarranted invasion of your privacy" if these documents were made public.

Dobelle and his attorney, Rick Fried and his law firm Cronin, Fried, Sekiya, Kekina & Fairbanks, were asked to respond by July 30. They could not be reached for comment, but Fried has said publicly he would make many of those documents public once he had copies.

The documents are contained in several boxes turned over yesterday afternoon by the university. Kondo requested the documents in a July 19 letter. UH attorney Presley Pang said it took time to assemble the paperwork and make copies for the OIP.

Kondo said that the university had provided the majority of the records requested, and he anticipated that the remaining records would also be provided.

The documents had been originally requested by a variety of media outlets, but the requests had been turned down with the university citing the confidentially of personnel records and because of mediation efforts in the case.
