Tough state for small business

Hawai'i climbed one notch to 49th among the 50 states in a recent survey ranking the public policy climate for small business and entrepreneurship.

Ranked 50th on the Small Business Survival Index 2004 was California, with South Dakota placing No. 1 on the annual index released by the Small Business & Entrepreneurship Council. The survey looked at major government-imposed or government-related costs affecting small businesses and entrepreneurs.
