Police commissioner on Big Island investigated

HILO, Hawai'i — The Hawai'i County prosecutor's office has opened an investigation of a complaint against Police Commission vice chairman Dwight Manago.

The complaint was filed this month by former police commissioner Paul de Silva, who contends Manago broke the law by lobbying the county council to approve the Police Department's proposed budget.

Manago said he has done nothing wrong, that he and other commissioners consider it part of their job to lobby the council.

County Prosecutor Jay Kimura said he has assigned the case to an investigator.

De Silva resigned from the commission last month, saying there was too much secrecy in the police department.
