There were few surprises yesterday when Hawai'i's five high school leagues declared their Division I and Division II teams.
But the level of excitement may increase yet, with a total of 40 new Division II state tournament berths added to the mix.
For the first time, there will be 12-team Division II tournaments each for boys and girls volleyball. Also, eight teams each were added to the previously four-team fields for Division II softball and girls basketball.
Yesterday, the leagues announced exactly which teams will vie for those berths.
Defending Division II state champions Campbell (football) and Kamehameha-Hawai'i (girls basketball) will be back in their same divisions trying for another crown, while 2005 Division II state softball champ St. Francis is moving up to Division I.
Representatives from the five leagues unanimously approved the declarations in yesterday's classification meeting at Radford High School, but two officials cautioned that there may not always be agreement on the issue.
"Right now the leagues are looking at each other and everybody's (criteria is) different," said Keith Morioka, executive director of the Big Island Interscholastic Federation. "Maybe we need the (Hawai'i High School Athletic Association) to determine the same standard for everybody to follow."
The BIIF's criteria, for example, states that "any school with an enrollment of 1,700 or more students shall be declared as a Division I school." However, none of the schools on the Big Island fall into that category.
The second part of the criteria states that "any Division II school may request to move up to Division I, by July 1 for the following school year."
So four BIIF schools each in football, softball and boys and girls volleyball declared themselves Division I, and six schools "moved up" in girls basketball.
By contrast, the O'ahu Interscholastic Association uses "power rating," not enrollment, as its criteria in all sports. That means a school's classification is based on its won-loss performance over a two-year period.
"It's about leveling the playing field," said Don Botelho, executive director of the Interscholastic League of Honolulu. "What you don't want is a 'yo-yo' effect where teams go up and down."
HHSAA executive director Keith Amemiya said a uniform standard would be difficult, given the leagues' vast differences.
"Almost the whole OIA would be Division I," he said.
