New rules would crack down on illegal rentals to tourists, but allow more bed and breakfasts. Residents split on permitting more rentals.

WHAT HAPPENED

i The Honolulu City Council yesterday advanced proposals requiring vacation rentals and bed and breakfasts to list license numbers on all advertising or face fines of up to $5,000. The proposed legislation also allows for more B&Bs if certain conditions are met. i Some councilmembers said they support the intent but are not fully comfortable with the current drafts.

WHAT THEY ARE SAYING

B&Bs and vacation rentals "have turned the community into a commodity that can be bought and sold." Darryl Cabral | Kailua "There\'s a segment of the tourism market that wants an experience different from the resort and cruise experience. This market particularly benefits small businesses in my community." Ken Ordenstein | Kailua vacation rental owner

WHAT\'S NEXT

The proposals, resolutions 05-186 and 05-187, now must go through a review by the city Department of Planning and Permitting and the Planning Commission. The resolutions will then face a series of council and committee hearings. The proposals may be amended during this process.
