Changes in Council leadership set for vote

The City Council is rearranging some of its committee heads, shifting freshman Councilman Todd Apo to replace Nestor Garcia as transportation chairman and putting Garcia in charge of the parks committee.

Several leadership changes have been proposed by seven of the nine council members, including giving Councilman Charles Djou the job of leading the committee on executive matters and legal affairs.

All of the changes are set for a vote at a special council meeting at 11:30 a.m. Wednesday at Honolulu Hale.

The other major shift occurred with Councilman Romy Cachola, who is losing executive matters to Djou but picking up planning from Garcia.

Council Chairman Donovan Dela Cruz described the move as "tweaking our lineup." He said he expects the timing of the proposed shifts to have no effect on the council's support for a tax increase to pay for mass transit. The council voted 7-2 Wednesday for the tax hike on the second of three required votes.

"The council's legislative agenda remains unaffected," Dela Cruz said. "I think council member Apo is very committed to solving our transportation problems."

Councilwoman Barbara Marshall kept her job as zoning chair and picked up a seat on the influential budget committee, replacing Garcia.
