2 prison escapees at large on Big Isle

HILO, Hawai'i — Two escapees from the Hawai'i Community Correctional Center remained on the loose yesterday after breaking a window to get onto the roof of a jail building and leaping over a perimeter fence.

Kyle Keola Quilausing, 31, and Ludy L. Lazo, 35, were last seen on Waianuenue Avenue. Police said they are considered dangerous and should not be approached. Both men are awaiting trial, Quilausing for auto theft and Lazo for drug charges.

Prison officials found blood on the broken window and believe at least one of the men was injured during the escape, which was reported shortly before 11:25 p.m. Tuesday.

Mike Gaede, spokesman for the state Department of Public Safety, said the two were housed in a recreation room because of crowding. The Big Island jail has an operating capacity of 226 inmates, but is routinely used to house more than 300 prisoners.

The two men allegedly tied bedsheets together to fashion a rope that they used to climb 18 feet up to the window and then broke out onto the roof. From there they jumped over the fence to a grassy area, Gaede said.

He said prison officials are considering reinforcing the window to prevent further escapes.

Quilausing was charged in May with 14 counts of auto theft for allegedly driving off with cars after the owners left the keys inside. Gaede said he also is charged with theft.

He is 5 feet 8 and about 145 pounds. Lazo is 5 feet 7 and about 140 pounds. Both men have black hair and brown eyes and were last seen wearing white T-shirts and dark shorts or pants.

Gaede said Lazo is charged with promotion of a dangerous drug, possession of drug paraphernalia and contempt of court.
