Judge sets jail term for exposure

A 38-year-old man was sentenced to six months in jail and fined $3,000 for exposing himself to three women in separate incidents in downtown Honolulu last year.

Honolulu District Judge William Cardwell placed Francis K.S. Kim on probation for a year and ordered him to undergo sex offender treatment.

Kim pleaded guilty to three counts of misdemeanor sexual assault, for exposing himself on Dec. 1, Dec. 2 and Oct. 25.

City Deputy Prosecutor Oksana Vincent asked for a three-year jail term and a $6,000 fine. She said Kim's criminal history includes misdemeanor sex assaults and a felony terroristic threatening conviction. She said Kim has admitted exposing himself to about 200 females.

Kim's lawyer Mark Kawata asked for probation. He said that after Kim's last conviction in 1995, Kim has been at the Sand Island Treatment Center where he worked as a counselor and helped those in the program.

Kim told the judge, "I respect whatever decision you make today,"

Cardwell said he didn't think Kim was "someone we need to abandon" with a three-year jail term.

But the judge also said Kim must be punished and society must be protected.

The judge ordered Kim to start serving his jail term immediately.
