Mayor unveils $1.7 billion budget

Hannemann also plans to devote an additional $451 million to the construction budget, mainly on projects that emphasize such core city services as road repairs and updating the city's aging sewer system.
He emphasized that the city must focus on "need to have" projects over the "nice to have" extras.
