Time to vote for citizen boards

The city is mailing Neighborhood Board election ballots to more than 215,000 O'ahu residents this month.

The citizen boards, created in 1972, serve as grassroots advisory groups. The boards meet monthly, and members serve without pay.

There are 538 people running for 444 seats on 32 boards this year. Ballots must be postmarked by April 18. Election results will be announced May 1, with winners beginning their two-year term on June 1.

Those who do not receive their ballots by Friday should call the Neighborhood Commission at 527-5579.



Driver arrested after hitting tree

Police arrested a 29-year-old man yesterday after he rammed his car into a tree while arguing with his girlfriend.

At 2:49 a.m. yesterday, police said, the 29-year-old was arguing with his 19-year-old girlfriend while he drove south on Ala Wai Boulevard. The man hit the gas and crashed the car into a tree.

When police arrived at the scene, the man told officers that he ran his vehicle into the tree on purpose. Neither the man or his girlfriend were hurt.

The man was arrested on suspicion of attempted murder, police said.



Two arrested over counterfeit check

Two men were arrested after they tried twice to cash a fake check for $4,800 police said.

At 11:27 a.m. Saturday a 37-year-old man walked into a Wahiawa establishment and tried to cash a $4,800 check. The clerk immediately remembered a prior attempt to cash the check made by a different man on Friday.

Investigating officers contacted the bank listed on the check and found out that the check was fake. The man was then arrested on suspicion of forgery.

While being arrested, the man said a man driving around in a white Honda gave him the check and told him to cash it, police said.

An officer saw the man in the white Honda drive by and pulled him over.

Police took the clerk to the scene of the traffic stop, and she identified the 24-year-old driver of the Honda as the same man who tried to cash the $4,800 check on Friday.

The second man also was arrested on suspicion of forgery.



Bill seeks to ban gated enclaves

Kaua'i Mayor Brian Baptiste wants to ban gated communities as part of his plan to build stronger communities on the Garden Island.

Baptiste said he plans to send a bill to the County Council that would ban gated communities in future developments.

There are only two gated subdivisions on Kaua'i — one in Kilauea and another above Nawiliwili Harbor.

"I envision our island with integrated communities where people of various socioeconomic levels and cultures can live together without gates or barriers that hinder access," Baptiste said. "In this island paradise, communities should be welcoming and accessible to everyone."

The measure would ban construction of gates that prevent access to private roads serving five or more homes, he said. It also would prohibit guard stations or other means of restricting access, he said.

"This is a policy which we want our communities to relate to, the message they send to each other," Baptiste said. "Without strong communities we would be like anyone else."
