Mayor Mufi Hannemann announced the changes at a news conference.

Hashiro had been director of the Department of Design and Construction.

Hannemann also named Melvin N. Kaku to head the Department of Transportation Services and Richard Schiavoni to direct the Department of Design and Construction.

Kaku replaces Ed Hirata, who has retired. In customer services, Coelho replaces Salvatore Lanzilotti, who also has retired.
